“The Government is not free to disobey,” Whitehead wrote, accusing the Trump administration of ignoring court mandates. His comments came as the administration prepared an appeal to defend its lawful executive order.

Whitehead had already interfered once in February, halting the administration’s efforts to suspend admissions. He claimed the President’s actions were an “effective nullification of congressional will,” despite the Constitution giving the executive branch clear authority on immigration.

Now, the judge has escalated his demands: the Trump administration has seven days to resume refugee processing—and must admit those with valid medical and security clearances immediately.
