Biden’s Billions-for-Allies Scheme Exposed

President Donald Trump’s Commerce Secretary Howard Lutnick has canceled a Biden-era funding scheme that quietly directed billions of taxpayer dollars to a nonprofit staffed with Biden insiders and political loyalists.

According to a letter obtained by The Post, the Commerce Department revoked a 2025 deal that would have handed control of $11 billion in semiconductor research funds to Natcast — a nonprofit created by Biden officials, filled with Biden appointees, and operating outside normal government oversight.

Biden’s CHIPS Act Scandal

The 2022 CHIPS and Science Act was designed to boost American-made semiconductors, a critical national security priority. But instead of keeping the funding under Commerce Department control, Biden’s team set up Natcast to distribute the money.

Lutnick blasted the move as illegal, unaccountable, and a direct violation of federal law. “Biden officials spent enormous time and resources creating an outside corporation to control taxpayer dollars,” he wrote, noting that just four days before Biden left office, his Commerce Department quietly rushed through $7.4 billion in “advance payments” to Natcast.

Biden Loyalists Running the Show

Natcast’s leadership was stacked with Biden-world insiders:

  • Jason Matheny, former White House national security deputy.
  • Kendra Wilkerson, a left-wing activist pushing identity politics in tech.
  • Donna Dubinsky, ex-senior counselor to Commerce Secretary Gina Raimondo.
  • Susan Feindt, former vice chair of Biden’s CHIPS Act advisory panel.
  • Jeremy Licht, Biden’s ex-chief counsel on semiconductor incentives.

And at the top: CEO Deirdre Hanford, a Biden appointee who also sat on the Industrial Advisory Committee.

Trump Team Restores Oversight

Lutnick said the arrangement “flouted federal law” under the Government Corporation Control Act, which prohibits creating private corporations to act as federal agencies without Congress.

By shutting down the Biden-era deal, Lutnick said the Trump administration is restoring accountability, oversight, and protection for American taxpayers.

“Ending this illegal relationship will safeguard taxpayer funds, strengthen U.S. semiconductor leadership, and ensure the CHIPS Act is executed as Congress intended,” Lutnick said. “The Department reserves the right to pursue all legal remedies against Natcast.”

EPA Scandal Mirrors Biden’s Cash Giveaway

This is not an isolated case. Trump’s EPA chief Lee Zeldin recently revealed how Biden officials tried to push $20 billion in taxpayer cash through outside groups and financial institutions, stripping the EPA of oversight and funneling money to left-wing allies.

“When the money goes through pass-through entities, oversight disappears — by design,” Zeldin warned.
