California Governor Gavin Newsom (D) is rolling out a new plan that raises eyebrows—and taxes—yet again. This time, the liberal leader is proposing major changes to Medi-Cal, California’s taxpayer-funded Medicaid program, to address a $16 billion budget crisis. But instead of taking responsibility, Newsom is pinning the blame on former President Donald Trump.
Freezing Healthcare Access for Illegal Immigrants—But Keeping Them Enrolled
According to documents released to Fox News Digital, Newsom is proposing a freeze on new enrollment for undocumented adults in Medi-Cal. This change would begin no earlier than January 1, 2026, and would block new applicants over 19 years old from receiving full-scope Medicaid benefits—paid for by California taxpayers.
Notably, current enrollees—many of whom are in the country illegally—would be allowed to remain on the program under the governor’s plan.
$100 Monthly Fee for Illegal Immigrants?
In a move that’s generating even more controversy, Newsom is also proposing a $100 per month premium starting in 2027 for Medi-Cal recipients who are ineligible for federally funded Medicaid—including both undocumented immigrants and some with legal status. This fee would apply to adults 19 and over and is being pitched as a budget “reform.”
Critics say this is a token gesture to distract from years of reckless spending and misplaced priorities in Sacramento.
Blaming Trump for California’s Collapse
Rather than acknowledge his own fiscal mismanagement, Newsom is attempting to shift the blame to President Trump, accusing the Trump administration’s tariff policies of causing what his office calls a “Trump Slump.” According to Newsom’s budget narrative, the state has lost $16 billion in revenue due to economic slowdowns allegedly tied to Trump-era policies.
But many Californians see through the smoke and mirrors.

While Newsom protects benefits for illegal immigrants, law-abiding California seniors—many of whom paid into the system for decades—are watching their own healthcare options shrink. From longer wait times to fewer resources, elderly residents are feeling the squeeze.
