New Federal Election Commission (FEC) records reveal that Swalwell’s campaign and his affiliated PAC have sent more than $360,000 to one individual — a Haitian-American staffer — under a series of confusing and inconsistent payment categories.

FEC filings from Swalwell for Congress and Remedy PAC dating back to 2021 show over 75 separate payments to a man named Darly Meyer. The amounts range from as little as $53 to over $12,000 — and the reasons keep changing.
One month it’s “travel expenses.” The next it’s “car service,” “security services,” or even “event flowers reimbursement.”
In total, Meyer has pocketed over $120,000 in 2024 and is on track to earn a similar amount this year.
That kind of inconsistency, according to former FEC officials, should immediately trigger an audit.
🚗 Who Is the Man Behind the Money?
Meyer, the mysterious recipient of Swalwell’s campaign cash, happens to own a luxury limousine company in North Hollywood called CYD Global Car Service. His website boasts “executive transportation,” “private shuttles,” and “chauffeur service for VIPs.”
But that’s not all — Meyer also runs a progressive Haitian-American Facebook group called CaliHaitians. The group describes itself as “selective” and only open to leaders who can “strengthen the community.”
Among the group’s admins is Guerline Jozef, a well-known left-wing activist and co-founder of the Haitian Bridge Alliance — an organization that actively fights Trump-era border policies and assists illegal migrants entering the U.S.
So why is a limousine owner and progressive organizer being paid hundreds of thousands of dollars from a sitting congressman’s campaign account?
No one seems to know.
🕵️ Swalwell’s Defense Raises Even More Red Flags
When Fox News Digital contacted Swalwell’s team to clarify why the payments changed from “security services” to “salary,” the Democrat lawmaker refused to explain. Instead, he simply replied, “Darly protects me and my family.”
But here’s the problem — California’s Bureau of Security and Investigative Services shows no record of Meyer ever holding a valid security license.
Former FEC Commissioner Hans von Spakovsky, now a senior legal fellow at the Heritage Foundation, says these “bizarre inconsistencies” should be enough for federal regulators to “dig deeper” and determine whether the payments were legitimate or political cover-ups.
✈️ A History of Lavish Spending and Luxury Trips
This isn’t Swalwell’s first brush with questionable finances. His campaign has repeatedly burned donor money on luxury hotels, exotic travel, and even private yachts — all under the banner of “fundraising.”
Records show:
- Nearly $17,000 spent on Just Dreaming Yacht Charters in San Francisco.
- $1,700 at the Burj Al Arab Hotel in Dubai — one of the world’s most expensive hotels.
- Stays in Paris, Berlin, London, and San Francisco, adding up to almost $90,000 in travel in just three months.
In 2022, Swalwell’s filings revealed over $60,000 in luxury travel within six weeks, including a stay at the five-star Hotel La Maison Champs-Elysées in Paris.
All of this — while Swalwell portrays himself as a “man of the people.”
