Here are the Democrats to keep an eye on.

As early maneuvering begins for the 2028 presidential election, a new report is drawing attention to how leading Democrats are handling one of the most contentious cultural issues facing the country.

According to a recent Axios report, nearly 20 Democrats believed to be potential 2028 presidential contenders were asked direct questions about transgender policies. Only one offered a clear, definitive response to the most basic question: whether a man can become a woman.

Axios reported that many high-profile Democrats declined to answer or avoided the questions altogether. Those who did not respond included former Vice President Kamala Harris, New York Rep. Alexandria Ocasio-Cortez, Illinois Gov. JB Pritzker, and California Gov. Gavin Newsom.

The questions focused on three major issues: whether biological males identifying as transgender should be allowed to compete in girls’ sports, whether minors should have access to puberty blockers or hormone treatments, and whether biological sex can be changed.

Former Chicago Mayor Rahm Emanuel was the only Democrat to answer all three questions directly. He reiterated previous comments stating that a man cannot become a woman and that biological boys should not compete in girls’ sports.

Other Democrats provided more cautious responses.

Pennsylvania Gov. Josh Shapiro said decisions about transgender participation in sports should be left to local sports authorities. However, he added that young athletes should not face unfair competitive advantages on the playing field.

Former Transportation Secretary Pete Buttigieg, through a spokesperson, pointed Axios to an earlier NPR interview. In that interview, Buttigieg acknowledged that fairness concerns exist in the debate over transgender athletes, while also calling for compassion toward individuals experiencing gender dysphoria.

California Gov. Gavin Newsom addressed the issue during a recent podcast appearance with conservative commentator Ben Shapiro. When asked directly whether boys can become girls, Newsom struggled to provide a clear answer, suggesting instead that the issue affects a relatively small number of people.

Shapiro pushed back, arguing that recognizing biological differences is not an act of intolerance. Newsom responded by emphasizing respect and understanding for those dealing with gender identity challenges.

Despite his hesitation, Newsom has previously acknowledged concerns surrounding the issue. During a discussion last year with conservative activist Charlie Kirk, he said it was “deeply unfair” for transgender females to compete in girls’ sports.

As Democrats quietly position themselves ahead of 2028, the report highlights a growing divide within the party on issues of biology, fairness, and public policy—topics that continue to resonate strongly with voters across the country.
