A California man was arrested near the U.S. Capitol after police discovered an unusual and potentially dangerous object standing upright in the back of his pickup truck.
The United States Capitol Police said officers encountered a full-size guillotine Tuesday near Capitol Hill, close to the U.S. Supreme Court and some of the most heavily protected government buildings in Washington, D.C.
Authorities identified the suspect as 35-year-old Philan-Tam-Duy Le of Julian, California.
According to Capitol Police, Le had driven across the country before arriving in Washington. His pickup truck was reportedly parked illegally when officers noticed the guillotine positioned in the truck bed.
Police quickly took Le into custody.
Now investigators are trying to answer a much bigger question: Why did a California man travel thousands of miles to the nation’s capital with a guillotine?
Capitol Police Arrest California Man
Le was arrested and charged with carrying a dangerous weapon in connection with the device, according to authorities.
Capitol Police have not publicly announced a motive or accused Le of plotting an attack against President Donald Trump, members of Congress, Supreme Court justices or another government official.

The items were found inside a man’s bag, according to local reporting.
Another incident occurred in 2025, when Capitol Police arrested a 44-year-old man after officers discovered a machete and multiple knives at a screening checkpoint inside the Capitol Visitor Center.
Authorities said that suspect faced multiple counts of carrying a dangerous weapon.
In 2021, Capitol Police arrested another California man after officers encountered an unmarked vehicle near Democratic National Committee headquarters after midnight.
Police said the vehicle displayed white supremacist symbols. Authorities later reported finding a bayonet and machete inside.
Taken together, the incidents illustrate the unusual situations Capitol Police can encounter while protecting one of America’s most politically important areas.

Security surrounding America’s elected leaders has received heightened attention following threats and acts of political violence across the country.
