The Trump administration is on course to achieve one of the most dramatic reductions in the federal workforce in modern U.S. history — potentially cutting up to 300,000 government jobs by the end of 2025, according to Office of Personnel Management (OPM) Director Scott Kupor.

Kupor told Reuters on Thursday that these historic cuts are driven largely by voluntary buyouts, not forced firings — a strategic move to streamline Washington without costly litigation.

Voluntary Buyouts Replace Costly Layoffs

In February, President Trump rolled out an aggressive buyout program offering federal employees eight months of pay to leave their posts. The White House anticipated just 5–10% would accept. By July, however, 154,000 employees — roughly 6.7% of the federal workforce — had taken the deal.

Kupor stressed, “I cannot force people to lay people off,” reinforcing the administration’s strategy of incentives over pink slips.

Deep State Downsizing in Action

The New York Times has reported an additional 60,000 positions eliminated through cuts or layoffs, though some workers were temporarily reinstated by court orders. Another 150,000 job reductions are already planned across multiple agencies.

Leading the charge is the Department of Government Efficiency (DOGE) — a temporary agency once headed by billionaire innovator Elon Musk. DOGE became known for storming federal agencies, rooting out waste, and exposing bloated budgets.

While Musk’s high-profile split with Trump slowed DOGE’s pace, the agency has successfully fought back in court, winning key appeals that keep the downsizing effort moving forward.

Business-Minded Leadership at the Helm

Kupor, confirmed as OPM Director in July, previously served as a partner at Andreessen Horowitz, the Silicon Valley powerhouse whose founders are now among President Trump’s strongest allies.

His appointment signals the administration’s commitment to running government with the efficiency of a top-tier business — and conservatives nationwide are cheering.
