Trump instructed the Treasury Department to reject flimsy claims of project “activity” and only approve credits where a substantial portion of the facility has already been built. The order also aims to block any attempts to manipulate deadlines or accelerate eligibility for federal subsidies.

Although the bill’s final version was a compromise, several conservative Republicans demanded stronger enforcement before agreeing to support it. Representative Ralph Norman (R-SC), one of the bill’s key skeptics, said he flipped to a “yes” after direct conversations with the Trump administration.
“We got clear answers on enforcement, how the green subsidies in the IRA will be handled, and how tax cuts will roll out. I feel confident this bill is on the right track,” Norman said.
