Talarico is playing dirty games.
Democrat James Talarico is trying an unusual new line of attack against Republican Ken Paxton as the closely watched Texas Senate race becomes one of the most competitive political battles of the 2026 midterm elections.
This time, the fight is about puppies.
Talarico appeared alongside dogs and puppies at a campaign event as he sought to turn decade-old controversies involving animal welfare into a political liability for Paxton, the Republican Senate nominee backed by President Donald Trump.
The Democratic state representative is focusing attention on Paxton’s past record involving animal-related issues, including a 2015 decision by the Texas attorney general’s office concerning records from animal research at Texas A&M University.
But Paxton’s recent actions as attorney general could complicate Talarico’s effort to portray his Republican opponent as unfriendly toward animal welfare.
Talarico Targets Paxton Over Texas A&M Controversy
The latest dispute centers on a controversy dating back to 2015, when Texas A&M faced public scrutiny over the treatment of dogs and other animals used in laboratory research.
A large number of public-records requests sought information about the animals and their veterinary treatment.
Paxton’s office concluded at the time that veterinarians had confidentiality obligations involving their professional relationships with clients, allowing certain information to remain outside public disclosure.
Talarico is now attempting to make that decision an issue in the 2026 Senate campaign.
The Democrat argues that the opinion prevented the public from obtaining important information about the treatment of research animals.
Talarico also went after Paxton for a vote he cast while serving in the Texas House in 2011.
Paxton was among the lawmakers who opposed legislation requiring people found responsible for animal cruelty to pay certain expenses associated with caring for animals removed from their custody.
The legislation ultimately passed and was signed into law by Republican Gov. Rick Perry.
Talarico used the two issues to deliver a pointed campaign attack.
“Ken Paxton will never fight for the little guy — even when the little guy is literally a puppy,” Talarico said.
Democrat Makes Puppies Part Of Senate Campaign
Talarico has attempted to turn the issue into more than another campaign press release.
He partnered with the Austin Humane Society for a puppy-themed political event, using dogs as the backdrop for his criticism of Paxton.
Talarico also pointed to his own legislative record, including bipartisan kennel-safety legislation he helped pass through the Texas Legislature.
During a media appearance, the Democrat went so far as to characterize Paxton as “anti-puppy,” arguing that the animal-welfare dispute illustrates a larger difference between the two candidates.
It is an unconventional strategy, particularly in a Senate election where voters are also weighing major issues including the economy, immigration, inflation, taxes and control of Congress.
But with the Texas contest exceptionally close, Talarico’s campaign appears determined to use every available issue to weaken Paxton.
Old Texas A&M Research Dispute Resurfaces
The political attack has renewed attention on animal research conducted at Texas A&M more than a decade ago.
The university faced criticism in 2015 over research involving dogs, including questions about the animals’ health and treatment.
People for the Ethical Treatment of Animals, better known as PETA, also targeted the university over research involving dogs with muscular dystrophy.
Video promoted by the animal-rights organization has resurfaced as Talarico presses his attack against Paxton.
The research controversy generated numerous requests for public documents at the time, eventually leading to the confidentiality question addressed by Paxton’s office.
Talarico is attempting to connect that legal opinion directly to Paxton’s record.
However, the dispute involves a decision made by the attorney general’s office about confidentiality requirements rather than an allegation that Paxton personally participated in the animal research.
That distinction could become important as voters evaluate the competing campaign claims.
Paxton Has His Own Puppy Investigation
There is also a more recent development that could provide Paxton and Republicans with a ready-made response.
Just last month, Paxton announced an investigation into Lone Star Pups.
The attorney general’s office accused the company of potentially misleading consumers about the veterinary care provided to puppies being sold in Texas.
That investigation gives Republicans an example of Paxton using his office to pursue allegations involving animal welfare and consumer protection — a record that doesn’t fit neatly with Talarico’s “anti-puppy” campaign message.
Paxton’s campaign was contacted for a response to Talarico’s latest criticism.
Texas Senate Race Becomes Major 2026 Battle
Behind the puppy politics is a much more serious contest with potentially major consequences for Washington.
The Texas Senate election has developed into an unexpectedly tight race between Talarico and Paxton.
Texas has long been considered favorable territory for Republicans in statewide federal races, but recent polling indicates neither candidate can afford to take the outcome for granted.
That makes the seat increasingly important in the national battle for control of the U.S. Senate.
Paxton secured the Republican nomination after a bruising primary fight against longtime Republican Sen. John Cornyn.
Now Democrats are attempting to capitalize on controversies that have followed Paxton during his years in Texas politics.
Democrats Revisit Paxton’s Past Controversies
Paxton was indicted on securities-fraud charges in 2015.
The lengthy case was eventually resolved through a pretrial agreement, and the charges were dismissed.
Years later, Paxton faced an even more serious political challenge when the Republican-controlled Texas House voted to impeach him in 2023.
The impeachment articles included allegations involving abuse of office and preferential treatment for a political donor.
Paxton denied wrongdoing and fought the charges.
The Texas Senate ultimately acquitted him, allowing him to remain attorney general.
His personal life has also attracted attention following revelations involving an extramarital relationship and the subsequent breakdown of his marriage.
Talarico and Democrats are likely to continue highlighting those controversies as they try to convince Texas voters that Paxton should not represent the state in Washington.
Republicans Turn Spotlight Back On Talarico
Paxton and his Republican allies have a very different strategy.
They are attempting to define Talarico through his own record and previous comments, particularly on religion, gender and cultural issues.
Talarico has attracted national attention for remarks discussing God and gender, including comments describing God in nonbinary terms. Republicans have also highlighted his past statements about biological sex.
Those remarks could become particularly important among older, religious and socially conservative Texas voters.
For Paxton, the goal is straightforward: shift the election away from his personal controversies and toward the ideological differences between a Trump-backed Republican and a progressive Democrat.
That could prove far more consequential than a campaign event involving puppies.
Texas Voters Face A Clear Political Choice
The increasingly bitter Senate contest now features two candidates trying to make the election a referendum on the other’s record.
Talarico wants voters focused on Paxton’s controversies, conduct in office and past political decisions.
Paxton and Republicans want Texans focused on Talarico’s progressive record, cultural views and whether his politics represent the values of the state.
The puppy controversy is the latest example of how aggressively both campaigns are searching for an advantage.
For conservative voters, the larger question may ultimately have little to do with dogs.
The election could help determine Texas’ representation in Washington, the balance of power in the U.S. Senate and how effectively President Trump’s agenda can advance through Congress.
With the race increasingly competitive, even an unusual fight over puppies has become part of a much bigger political battle.
