Trump Celebrates $10 Billion Win
President Donald Trump announced nearly $10 billion in new defense investments on Wednesday, saying the initiative will create thousands of American jobs while rebuilding the nation’s military manufacturing base after years of regulatory delays. The announcement marks one of the largest defense investment packages unveiled during Trump’s second term and places Pennsylvania at the center of America’s effort to strengthen national security and expand domestic manufacturing.
Speaking at the Pennsylvania Defense and Innovation Summit at the U.S. Army War College in Carlisle, Trump said his administration is eliminating government red tape that defense companies say slowed military production and delayed major projects for years.
“We’re removing every barrier standing in the way of rebuilding America’s defense industrial base,” Trump said during his keynote address.
Trump Says Defense Manufacturers Are Seeing Faster Approvals
Trump said several defense industry executives spoke with him before the event and described how difficult it had been to expand operations or secure permits under the previous administration.
According to Trump, company leaders said construction projects often stalled because approvals took too long, making it difficult to increase production. He contrasted that with what they described as a much faster permitting process under his administration, allowing manufacturers to move projects forward more efficiently.
The president said reducing unnecessary regulations is essential to rebuilding America’s industrial base and ensuring defense manufacturers can respond more quickly to the nation’s military needs.
More Than 4,000 Pennsylvania Jobs Expected
Trump said the newly announced investments are expected to create more than 4,000 new jobs across Pennsylvania.
Workers will help build submarines, naval vessels, military trucks, advanced weapons systems, and other equipment critical to America’s national defense.
Trump said Pennsylvania will continue playing a central role in strengthening the U.S. military while providing thousands of high-paying manufacturing jobs for American workers.
He argued that expanding domestic production is critical to maintaining America’s military advantage while reducing dependence on foreign suppliers.
Defense Industry Ramps Up Production
The summit, hosted by Sen. Dave McCormick, convened senior administration officials, defense industry executives, technology firms, investors, and manufacturing leaders to explore ways to strengthen and expand America’s defense manufacturing capabilities.
The event comes as the United States works to replenish military stockpiles following recent international conflicts, including operations involving Iran.
Earlier this year, the Center for Strategic and International Studies (CSIS) reported that replacing inventories of key weapons—including Tomahawk cruise missiles, Patriot missile interceptors, and THAAD missile defense systems—could take at least three years under current production levels.
Trump said American defense companies already produce the highest-quality military equipment in the world but emphasized the need to increase production without sacrificing reliability.
“We already build the best equipment anywhere in the world,” Trump said. “Now we need to build it faster.”
Major Defense Investments Announced
Several major defense and manufacturing projects were unveiled during the summit, including:
- General Dynamics plans to invest $2.5 billion to expand submarine production, creating approximately 1,500 new jobs.
- Day & Zimmerman secured a $2.3 billion contract supporting operations at the Hawthorne Army Depot.
- Eos Energy Enterprises will help develop advanced energy-storage technology for the proposed Golden Dome missile defense system.
- Hanwha Philadelphia Shipyard will build two National Security Multi-Mission Vessels.
- Mack Defense will expand military vehicle production.
- Additional investments will support robotics, artificial intelligence, aerospace technology, and critical minerals needed for future defense systems.
Together, the projects represent one of the largest defense manufacturing initiatives announced in Pennsylvania in recent years.
Cutting Red Tape to Expand American Manufacturing
Trump also announced that large technology manufacturers will be allowed to construct their own power plants instead of relying entirely on the nation’s aging electrical grid.
He said the policy will remove another obstacle preventing companies from expanding production and investing in new manufacturing facilities.
According to Trump, reducing permitting delays, improving infrastructure, and increasing energy availability are key parts of rebuilding American manufacturing and strengthening the nation’s industrial base.
Trump Pushes $1.5 Trillion Defense Budget
Trump tied Wednesday’s announcements to his proposed $1.5 trillion defense budget for fiscal year 2027.
The proposal includes approximately $1.15 trillion in discretionary defense spending, along with another $350 billion the administration hopes Congress will approve through a future reconciliation package.
The president said the funding would modernize America’s military while supporting defense manufacturing, military readiness, and long-term national security.
