A major shift inside the U.S. Senate could deliver a significant legislative victory for President Donald Trump — and it comes from a Republican who once strongly defended the chamber’s most powerful procedural rule.
Sen. John Cornyn of Texas is now urging fellow Republicans to consider major changes to Senate rules in order to pass the SAVE America Act, a voter ID and election integrity bill strongly backed by President Trump.
The move marks a dramatic reversal for Cornyn, who for years argued that weakening the Senate filibuster could allow Democrats to push through sweeping liberal legislation with a simple majority.
But with the midterm elections approaching and Democrats blocking the bill, Cornyn says the political reality has changed.
Cornyn Signals Major Shift on Filibuster
Writing in a recent opinion column, Cornyn acknowledged that his views on the Senate filibuster have evolved.
“For many years, I believed that eliminating the filibuster would ultimately harm Texas and the country,” Cornyn explained. “But when circumstances change, leaders have a responsibility to reassess and respond.”
Cornyn now says Republicans must be willing to consider “whatever changes are necessary” to Senate rules in order to advance the SAVE America Act and ensure it reaches President Trump’s desk.
His comments represent one of the strongest signals yet that some Republicans may be willing to rethink long-standing Senate traditions to advance key legislative priorities.
Trump Makes Election Integrity a Top Priority
The Safeguarding American Voter Eligibility (SAVE) America Act has become one of the most important pieces of legislation for the Trump administration.
President Trump recently told House Republicans that passing the bill should be their “number one priority.”
Supporters argue the legislation would strengthen election security and restore public confidence in the nation’s voting system.
Key provisions of the SAVE America Act include:
- Requiring proof of U.S. citizenship to vote in federal elections
- Establishing stronger voter ID requirements
- Requiring states to remove non-citizens from voter rolls

Senate Leadership Warns Votes May Not Be There
Even with growing Republican pressure, Senate Majority Leader John Thune has warned that eliminating the filibuster may not have enough support.
Speaking to reporters earlier this week, Thune acknowledged the political reality facing Senate leadership.
“The votes simply are not there right now,” Thune said.
He also cautioned against using alternative tactics such as a “talking filibuster,” arguing that it could stall Senate business indefinitely and create unintended consequences.
Texas Senate Race Adds More Political Pressure
Cornyn’s shift comes at a politically sensitive moment.
The longtime senator is currently locked in a high-stakes Republican runoff against Texas Attorney General Ken Paxton, with both candidates seeking President Trump’s endorsement ahead of the late-May primary runoff.
The winner will face Democratic state senator James Talarico in the November general election.
Trump recently indicated he plans to endorse a candidate soon, but has not yet made his decision.
Paxton has also voiced strong support for the SAVE America Act, calling it one of the most important election integrity bills Congress could pass.
High Stakes for Republicans Before the Midterms
With the midterm elections approaching, the battle over election security legislation is expected to become one of the biggest political fights in Washington.
